The Polish Presidency of the EU Council has issued a press release providing an update on EU efforts at the UN Climate Change Summit currently taking place in Durban, South Africa. The press release quotes Polish Environment Minister Marcin Korole, representing the EU Council noting that significant progress has been reached over the past 10 days, but that it is too early to speak yet of concrete results.
The importance of the dual components of the EU mandate is reiterated:
- A Durban roadmap that will be binding on all developed countries;
- A possible extension of the Kyoto Protocol.
The following issues are identified as being crucial over the coming week:
- A Green Climate Fund;
- The Climate Change Adaptation Framework;
- Mechanisms enhancing technology transfers;
- The strengthening of the system guaranteeing transparency of actions under the climate convention.
Jo Leinen (S&D, DE), Chair of the EU Parliament delegation to the Conference has decried what he describes as a “recurring ping-pong blame game between the US and China” and has reiterated the importance of agreement on a Green Climate Fund at the Conference. The Conference will conclude on 09/12/2011.
